Not able to create service instance in Cloud Foundry

Hi ,

I am trying to create service instances in cloud foundry environment ( NOT Trial) for Application Logging (application-logs) and Audit Logger (auditlog-api) services, but getting error "Failed to create service instance". Please suggest probable cause of error and how it can be fixed?
