Incoming Inspection for HU handled material, lot should be create after PGR not at packing level

Hi Experts

While performing incoming inspection for the material which is ticked for "Post to insp.Stock" the inspection lot is genearting when in VL31N Packing created and saved, but as per the requirement inspection lot to be generated after PGR done, please suggest the solution to stop the lot at packing level and it has to be created after PGR only.
