The HU handled material inspection lot should create after PGR and not after packing saved

Hi expert,

We are looking out for the solution, As we are using handling units and inspection lot is creating for incoming inspection once the packing saved, but as per the business requirement they don't want inspection lot to be created at the packing level and lot must be created once the PGR done.

Kindly suggest the solution.
