In case you haven't read it and solve yet, please look at KBA 3070953 - 1H 2021 Release: Error ???EMPFILE_HRIS_HIRE_CREATE_ERROR_AT_USER_SYS_INFO???

It explains you to verify:

1. Manager's cycle
2. Duplicate username/user-id using inspector data tool.

I had this same problem. In my case I was doing a rehiring. I managed to resolve when deleting payment information. I deleted the data, completed the admission and entered the payment data later. I cannot say the reason for the error, but only for this admission that this error happened, for others it does not generate an error.

And no, I did the config and RBP check, just like on launchpad, I sow the KBA that you reference, but don't solve my problem.

I'm having the same symptom described in that KBA, but not when starting an ONB process (I haven't implemented it yet). The error occurs when saving a hiring in EC, from adding a new employee. Any ideas?
