Hi Raja,

When a risk is generated, the combination of Actions and Permissions between functions are generated with one rule id for each combination. Sample screenshot attached below for reference.

Unless, you want to mitigate the users/roles at specific rule id level, generally the rule id will be set as "*" during mitigation which means that the whole risk is mitigated for the user and not any specific combination of actions/permissions within the risk.
