SAP Fiori App and HCM Authorization Level (Enqueue) issue

Dear All,

I have a problem with creating/changing personal data by employee through Fiori Apps., while it works properly in back-end. I am using SAP S/4Hana 1909 and for example I have this issue with IT0006.

As a simple scenario I would employee could create/change their own address and the new record/changed one must be locked by system to check and unlock by HR department.

While this scenario works properly in back-end by using PA30 and given ONLY authorization level as E to employee, system gives me you are not authorized to insert record when I am trying to create a new record through Fiori App.

If I add authorization level D also it will work, however I would not give this access to employee because in this case system creates unlocked records in the system.
