I think you are going to find it very difficult to download older SQL Anywhere software that predates the acquisition of Sybase by SAP. SQLA 9 was end of life in Jan 2010 and SQLA 8 in Jan 2008. Even if you were able to download the software, you would still require a license to use the software. We do have a final EBF for SQLA9 available on the Archive Software Download but you would need a base install to use it.
