What should be the criteria to evaluate performance of a SAP OCM Consultant?

Change Managers help in getting changes embraced throughout their organizations. While the performance of other employees has to be evaluated, CMs as well go through Performance Appraisal process. "What should be the criteria to evaluate their contributions"? I've posted the question at the following link and looking for suggestions:
