Intent-Based Navigation on List Report Object Page Title Field

I am trying to implement cross-app navigation from one List Report to another, both of which have been deployed. I am able to accomplish cross-app navigation on a field belonging to a line item or field group by adding a few annotations in the metadata extension, as seen in Figure 1. However, I cannot get it working for the title (or description) of the object page. The documentation states that if you give the header title a type of "WITH_INTENT_BASED_NAVIGATION" that you must use the following elements:

• semanticObjectAction
• value

I tried using these elements in a UI.Identification {} annotation but did not get the desired result. I may have used these elements wrong, please let me know how to apply these to the title. Looking at Figure 2, essentially what I want is for the title to be a clickable link to navigate to an external list report, just like the Attribute Name field does in the field group below. In Figure 3 you can see me adding INTENT_BASED_NAVIGATION to the title, but I must be doing something incorrectly.
