Error while installing Best Practise

We are facing an Error for the task OVF_VC_CHECKS (4M0 (XX)) when we try to upload/activate Best Practices via the Solution Builder (pleas see screenshot fort he error).

We tried to resolve the problem by deleting the solutions, clean the metadata cache and create new solutions, tried to run it in the debugger to find more details about the error but all without success.

Please apply SAP Note 3029170 - Online Validation Framework: Content activation failure and then activate again.
