evaluator team & suppliers event

hello, I'am new to Ariba and I need your helps, I have two questions:

- the first question is for evaluator team members can we designate an evaluator team to just evaluate the technical envelope and another team of evaluators to evaluate the financial offers ?

- My second question is can we invite suppliers to an event (these suppliers are not registered in the ariba database) just by email.
