Does the SAP S/4HANA 2020 require a Profit Center for a Force element in DFPS?

SAP S/4HANA 2020

Implementing Defense Forces and Public Security

The documentation asked for a Profit Center and a Profit Center Group and a Profit Center Hierarchy.

PCA has not been activated in our S/4 HANA 2020.

This would be different from ECC which did not require PCA to be activated.

Is this similar to Material Ledger being active in S/4 but not requiring configuration, does PCA have to be active in S/4 even if there are no plans to fully configure it?
