For S/4HANA 2020 on premise, does Situation Handling require additional license?

Dear Community team, if a Customer wants to implement Situation Handling in S/4HANA 2020 on premise, is it necessary to contract any additional license?

In the documentation of the S/4HANA 2020 on premise scope item 31N this is not mentioned.
