Stage Config ID - Maintain Stages

Dear Friends, Working on set up of EAM work flow [ newly ] - 006 ( request ) type. I am faced with an hurdle.

Please let me know how to [ where to ] create Stage Config ID - Please review this attached screen shot - [ It's not available to select since it's not there in selection options ]
