Offcycle PCR logic to compare payroll period

How can we compare offcycle PCR based on year and payroll period.

For regular Its working but for offcycle its not working

Can you throw some lights pls

The Attached offcycle-pcr.jpgschema.jpgPCR works only for regular salary, similarly I want pcr which also work for offcycle.
