Task assignee in SAP PPM Project Management required to create subtask

Task assignee in SAP PPM Project Management navigating to the Task through the Task Dashboard has "write authorization" on the Task and does not have the authorization to create additional Task/Subtask.

We need this task assignee to be able to create Subtasks. Any inputs?
