MRP consider stock of several plant and generate STO first

Dear all,

I have two DC plants(A,B) with stocks, and one manufacturing plant C for production.

We don't want to plan next production until both plant A and B are run out of stock. So I want MRP to generate a STO between A and B first, and only generate a planned order in plant C when total stock of A and B are not enough.

Is it possible to let MRP to generate a STO? And to consider the total stock of two different plants?

I'm receiving many noise because now MRP will generate a Planned Order to my manufacturing plant whenever one of the plant is running out of stock...
