Oracle 19C CPU patch SAP19P_2011-70004508.ZIP failure due missing dependency patch 31771877

Applying SAP19P_2011-70004508.ZIP to the freshly installed Oracle 19 home, failed due to the missing dependency patch 31771877.

Do we have to apply the prior CPU patch to resolve this error?
