By putting KP in ATP availability check group, you'll disable ATP for this material, i.e. availability check will not be executed during for instance sales order processing. So you would be able to put whatever quantity you want and it'll be confirmed on SO. If that's what you want, then update the material master accordingly.
However, KP will not make material obsolete. Typically you manage product life cycle with material status either on plant or sales area level or cross-level. The status can block certain activities on the material being phased out e.g. can prevent purchase order creation.
The tools are there in SAP standard, but you need to be more specific on what you mean by obsolete material.
