Under what circumstances will the G/L account X is blocked for posting in Productive system?

We received below error message when we tried to post to Account 13400000 (YCOA) in P system

"G/L account 13400000 is blocked for posting in company code YCOA due to a Q to P transport"

We want to know, under what circumstances will the G/L account X is blocked for posting in Productive system?

The posting lock on G/L account X is automatically set in Productive system, when any changes are saved in Test system.

You can see explanation in the 3 part of How to Make Changes as below:

" The user saves the change to an open BCP.

The quality system communicates with your production system. If the change is related to any of the following fields, the production system triggers a check to determine if such a change is possible:

General data

Controlling data

Company code data

The check for these changes ensures, for example, that the affected G/L account has zero as its account balance and no postings. If the system determines that the change is allowed, the changes are included in the next transport from your quality system to your production system. At the same time, the affected account is blocked in the production system for posting."

There is also another situation: The Q2P transport has been finished successfully, however G/L account X is still blocked in Productive system.
