User creation in S/4HANA cloud

We know the normal process of creating users in S/4hana cloud system by using import employee tile and then upload the same in IAS to send email for activation.
Is it mandory to create useds in IAS to send the activation email? If we do not want to create users in IAS then how activation email can be sent.
We are using corporate IDP where we have all the users already existing, can that be used to send activation email for S/4HANA cloud account.

if you choose the SAP standard scenario then its two-step activation process where user creation then IAS to send Activation Email.

another way to use a corporate identity provider where you can use the Single Signon method to authorize the user.

I think IAS has to be configured, but I believe you can delegate authentication to a corporate IDP partner.
