Q & P System provisioning

Hi,I can see from the activate methodology It is highly recommended that the P-System is requested immediately after completion of the Preset activation and configuration is synchronized on the same base release level. is there any implications if we postponed the P system provisioning later till the next release?My second question in the Q system activation, there are three options for the solution packages:- Enterprise Management- Professional Services- Finance Led ERPwhat is the difference and which one is suitable for an Oil & Gas client. I believe it is the first one but not really sure.Kind RegardsMo
