Cloud Integration Test Instance

I’m wondering if anyone might be able to confirm that customers do not automatically have a test system for Cloud Integration?  My customer has asked me to make sure of this for them and from what I gather it is not something that is automatically offered (like Q and P for S/4).    I found the below KBA which suggests that it is an additional purchase if the partner wants to do testing.  https://launchpad.support.sap.com/#/notes/0002362042

You are right its an additional license.
