Intrastat Relevance Indicator in Billing document

Hello,  When I create an Invoice with Customer destination CountrySM - San Marinoand theTax Depart. Cty IT- Italy  in the Billing document I am not able to see the Intrastat Relevance indicator with Check due to this the Invoice is not appearing in the Intrastat report,      Note for all other countries other than SM - San Marino , I can see this Indicator Checked but the issue is only with country San Marino and Italy,   I checked in Manage your solution but not able to see the configuration controls.  Any suggestions where I need to check ?  Thanks,  Siva
