E-mail Notification for restart of PR workflow using Exception Handling

Dear Team,

We have come across a scenario, where in the Purchase Requisition workflow. If a User rejects the PR we have set the Exception handling to 'Restart the Workflow'. So in this case we want to inform the requester that the workflow is restarted, so that he can take some action.

Currently I guess we have the 'YY1_(Scenario_Id)_COMPLETE_NEGATIVE', if someone rejects the PR but this is not triggered if the workflow is restarted. Do you guys have any suggestions to overcome this.

Please note that the Requester is not in the approval chain, so we cannot use the NOTIFY_RECIPIENTS template.
