New Transportation Data for Receipts/Dispath combination is not possible.

Hi Cloud colleagues,
For INTRASTAT purposes, we need to create new Transportation Data for Receipts/Dispatch combinations (102727 & 102726), but 'new entries' option is disabel so we cannot créate them. Any idea about how to proceed? I have attached a screenshot comparing R3 and S4H for same customizing point.
