Brazil nota fiscal creation

I am testing in our cloud test system the brazilian country version. I have not activated the tax service until now, but I could already create a sales order and invoice the delivery (in this case without any taxes, because of the missing link to the tax service. But there is no nota fiscal created. I could not find any special order type or customizing option for allocation nota fiscal types to order types or invoices. Do I miss other activitis to activate?
