This is the one linked to the Display Sales Orders app from what I can see in IAM Information System.

Right so I think what you can do is create a role with this catalog, for example Sales_Clerk_Display
Then in the restrictions of this role, you set those to 'Read' only. In this case - for all of the apps included - the user who has this role will not be able to create a sales order (even if the app for create sales order could be seen for example).
Then for those who should have the ability to create as well, you can have another role where in the restrictions, you permit creation.

From my understanding your query is to config a user with only the authorization of displaying a sales order, isn't it?
If so, would you minding having a look at the following page?

Here you can see the business catalogs assigned to VA03, which means with one of these business catalogs the user is able to use this Fiori App.
In addition, if you want to prevent this very user from creating or changing sales orders, you can restrict it via the tab 'Restriction Types'.

You cannot use Business catalog “SAP_SD_BC_SO_DISPL_PC” if you need an access to app 'Display Sales Orders' for your users.
This is because, SAP_SD_BC_SO_DISPL_PC is called an 'Associate Catalog' and it will not have an application linked to it. The associate catalogs are assigned to roles such as Billing Clerk where the user may need to display a sales order without accessing the display sales order app, for example from the document flow.
So, in your case, please use the business catalog "SAP_SD_BC_SO_PROC_MC" as Andrew suggested and use "Maintain Restrictions" in the business role app to control the create and change access to users.
