No Possible Entries exist - Shipping Point in Sales Quotation

May I get your input?
I am not able to complete sales quotation and got the error as Shipping point & Receiving point missing.
And, when trying to add got the error as "No possible entries exist".
Below are the set-up in the system. May I know what was missing there?
