Are there any option for Chart of Accounts migration during the Quarterly release time periods?

The business is concerned during the time period when Quarterly Release is in Quality but not in Production there cannot be transports between the 2 systems. Since migration from Q to P is the only option for migrating Chart of Accounts Now. Are there options that we can offer to the business if there is a need during that time period to implement a change to the COA?
