Agile Methodology in S4HANA Professional Service

Hello Team,

We are in Fit-to-Workshop phase and client required agile methodoldgy hierarchy to build in the Customer Create Project till 4 layer distribution such as follow below:

1 Work Package should be assign to 1 workpackage, but this package should be differ into multiple task and then resources.

I am not sure how can i do this, as per what I know is that we can achieve this atleast 3 layer, but customer wants this to be at 4 layer. Could you please suggest on same.
