Do you want the order to have no BOM? Or does the BOM exist, but does not appear on the order?

The material not create BOM ,but already have production order，and in production order not have BOM ，

for this kind of prod order， when user release ，we wish system can give an error message to avoid user to release.

It would be best to have a valid BOM routing and production version created so that the BOM is picked up for the production order when it is created.

I think the above should help prevent unwanted release of prod orders with no bom but in case this is not sufficient, you may want to speak with your SAP product expert or customer success manager for requesting *non-preapproved* expert configuration for a warning message. This would need to go through an approval process however and may very well be rejected.

The other step would be creating a request on the customer influence portal.
