How to change Alternative label function from Active to Inactive

Hello Experts,

Would request you to please look into as i am not able to make changes in Alternate label.

As when ever i uncheck Active mark it always move on to De-active instead of Inactive.

I have tried to do all the changes but still not able to resolve the issue

" Alternative ID not supported " I have follow the SAP Note 1163742

But still not able to resolve the issue.
