Why is Solution is not displaying on the Tax Type List upon creating of Tax Localization?

Why is it that the Solution is not displaying on the Tax Type List upon creating of Tax Localization?

I am trying to create a VAT localization, however, when I am creating the Decision Tree and need to retrieve the Tax Type that I have created within the solution, the solution is not appearing on the dropdown list of the value dropdown even though I already activated all the items. Please see screenshots below.

I hope you can help me with this if there is someone who also encountered this before and resolved it as I don't know what am I missing on the config.
