S/4HANA Cloud - Ukraine - Tax service

Dear colleagues,

I have some questions regarding SAP S/4HANA Cloud for Ukraine:

1) Can SAP Localization Hub - Tax service, e-document cockpit be used for Ukraine as a starter pack country?

2) There is a legal requirement in Ukraine to exchange VAT invoices in xml-format defined by state regulatory authorities. Can you suggest the best possible solution for realization of this legal requirement in Ukraine?
