FIori App Extension using SAP Web IDE in cloud platform

Hi,

I am trying to create a extension for My Timesheet and Approval Timesheet app. As a developer what's the role do I require to create the extension. Do I need the same role as a business user for development to run or view the app in extensibility pane.?
