Unique APAC Config and Workflow??

We had a requirement to build a custom setup/workflow for our APAC region to keep comp/job title and level details hidden from managers. The rest of the org managers have visibility to this info.

Has anyone encounter this requirement from your APAC regions? If so, what did you do to manage this.
