Adding user to engineering table PA30

I have been asked to add a engineer ID (e.g. 0000012) to his profile on the engineering table using SAP CODE PA30. When I search for user I cant find him/her. Does this mean a new profile ha to set-up.

If so how do I do this?

Any help much appreciated.
