Tax Payment PDI

Dears

We are trying to Apply an enhancement on the Tax Payment in BYD to Allow Partial Payments of Tax Returns , according to the new Applied Low in KSA , but The Tax Payment Business Object is not PSM, How I am supposed to create PDI for it, Also There is not Enhancement Point to achieve this, Please Advice what do you mean that this is can be achieved using PDI.
