How to bypass license requirement in International Trade

Hi All,

we have requirement to run Intrastat only in HANA 1909. But I believe to configure and run Intrastat , we have to configure International trade in HANA for legal control atleast.

We can manage commodity code assignment for legal control , but cant manage license part as we do not have such requirement for license determination and assignments. Since all these getting done by broker.

Can you please help me , how to configure so that system will not ask for license in blocked document.
