How To Copy Crystal Reports files from one Server to Another Server

I just have not found the right thread for what I am trying to do and ask. Please forgive me if this has been answered already. Here is my situation.

We had the cart before the horse - we had a production environment without a test environment. I just created a test environment that I think mirrors what we have in Production (with the obvious difference of test pointing to test data and prod pointing to prod data). I have SAP BO 4.1 SP6 (server, client, and crystal reports) on both servers. The test server was a brand new install so I set up all the ODBC connections from scratch and they all test successfully. I believe the only piece missing on the test server are the actual Crystal Report files. So my question is, how do I get those from Production to Test?

I read that copying them from server to server via the \FileStore\Input folder is a no-no. Is that correct?

I also read to use Promotion Management. That scares me a bit because I am not promoting, I am demoting. I also want to make sure I am not copying any production configuration settings to test. This leads me to another question - these CR files are like templates (meaning no data or data configuration attached to them), correct? It is the ODBC connection that takes care of that, correct?

It's not a easy as just copying a bunch of RPT files from one server to another server, is it?
