Can I create an Outline Agreement without Target Value?

Can I create an outline agreement without entering target value? Each time I try to proceed without entering target value it take me to target value column, any help will be highly appreciated.

Perhaps you are trying to create with WK document type- just try to create with MK document type and check how your system behaving...
