You're not using the PostgreSQL Hyperscaler Service offered by SAP CP right? The Service Broker is setup by your own organization. So you have to reach out to the administrators of the service broker and get it fixed.

Are you using this with a productive SAP Cloud Platform account? If yes, can you please open a support ticket on component BC-CP-BSB-AWS?
In general, the usage of this service aws-rds-postgresql also requires you to have an AWS account, which is configured/connected to SAP Cloud Platform. Is this in place?
For using the new managed PostgreSQL, hyperscaler option service from SAP

from the Mendix Portal, you will need to wait as this integration is under construction and you should hear more information on this soon.

Thank you for the comment. I have made another instance before I created the instance. I deleted that instance from SCP and then I successfully created the new instance.
