Deactivating / activating PSM-FM effect on Leading Ledger (0L not found)

Dear Experts,

kindly I have the following issue

1- I have activated PSM-FM on 1909 S4H and it was working fine, then deactivated it for testing purpose then I got the message no leading ledger found accordingly I ran this report FMGL_CHANGE_APPL_IN_LEDGER and leading ledger 0L appeared normally.

2- Now my issue is as follow: I deactivated PSM-FM again and the message no leading ledger appeared again but this time this report not fixing the issue and am not able to find the leading ledger and am not able to activate PSM-FM again as I received the following msgs when trying to activate again

No leading ledger found

Message no. FINS_ACDOC_CUST001

Define a leading ledger

Message no. FAGL_LEDGER_CUST023

Check 1386675 - Change of Ledger sub application in NewGL or S/4HANA

perhaps program FMGL_CHANGE_APPL_IN_LEDGER migth help
