Agree with denis.konovalov. You need to find out how Kronos can export it's data externally to 3rd party clients. Usually something like an Odata endpoint or a generic JDBC driver would be about the best you could hope for data acquisition, as it's a non-SAP solution.

Anecdotally, I have customers who integrate Kronos with SuccessFactors using SAP Cloud Platform CPI. They then use SAC to query SFSF.

Based on the below article, it is getting exposed as open APIs layer of the Kronos. If so then what is required to be done for SAC-Kronos integration.

I do not see how that article is relevant to the question you asked.
You need a technical paper from Kronos that describes how its data can be accessed by third parties.
Once those options are known you cross reference to data access guide for SAC and see what's possible.
