Cloud Connector Localhost Connectivity issues

Hello, I have been trying to setup the SAP Cloud Connector for over a week now but have been receiving the same error continuily.

I have followed all of the guides available online and still havent found a solution for the problem.

I have tried using all of the JDK's available from Oracle and SAP and it still doesnt seem to let me connect to localhost:8443 not matter which browser I use and even if its on incognito.

The error I am receiving is: ERR_SSL_PROTOCOL_ERROR

I have changed the system variables for JAVA_HOME and CLASSPATH

I have also been starting the cloud connector as Administrator and have also checked the logs to see if its establishing the connection which it is.

If anyone would have any suggestions as to how to fix this, it would be much appreciated as I am all out of ideas!
