ACE Filing and Transportation Reference Number

Hello All,

My customer says the Transportation Reference Number is required for US AES filing. But during our tests, there does not seems to be a check to either document type TRAR or the transportation number in the Transportation tab.

For the example we are looking at, it is a export via Vessel. GTS incompletion checks want a waybill. My customer says it is only required for US to PR. The export is going to Germany (DE).

So, 1) does anyone else encounter this behavior? If so, what did you do to resolve? 2) is GTS really using the waybill for Transportation Reference Number in the AES filing?

As always, I appreciate any insight or input.

Hi Dean,

Did you have a look at the following OSS notes? Some of them are quite old (e.g. 2013), not sure if they are still applicable to your GTS version/SP... but they are worth having a look at I believe:

1754479 - USA: Incompleteness check for customs export dec. (AES)

2197394 - United States: Incompleteness check for transport documents

2408615 - US AES: Transportation reference number is empty - data retrieval (I)

2410150 - US AES: Transportation reference number is empty - data retrieval (II)

Further to this, Please try to add the Transportation Reference Number at header level of the Export declaration with Document category "HDOC" and document type "OITN". (This is as well related to your newly created question on the forum).

Hello Mouaz,

I did review these notes, but based on the requirements of ACE, the implementation by SAP is incorrect. Per ACE documentation: Transportation Reference Number - This is the reservation number, or booking number, assigned by the ocean carrier to hold space on the vessel for the cargo. Using document waybills is incorrect and we have been fined by CBP in the past because of this mistake.

Also, there is a document type TRAR which is described as Transportation Reference Number. That should be used in GTS to supply the proper data to ACE.

Hi Dean,

I have found on the internet the document "Automated Export System Trade Interface Requirement (AESTIR)" (see URL link below). Page 33, this document mentions that the "type" of transportation reference number is rather dependent on the mode/mean of transport, not the country of destination.

I am assuming you are referencing this statement...

"For a vessel shipment, used to report the reservation number assigned by the ocean carrier to hold space for cargo being exported (i.e., the a booking number). If other than vessel, report the master air waybill for an air shipment, the bill of lading for a rail shipment, and the freight or pro bill number for a truck shipment, if known."

Again, for vessel, the bill of lading cannot be used. So, why are the ACE incompletion checks asking requiring the BOL document. Shouldn't the check be for TRAR?
