Do we really need to have ADS to print 1099 Forms?

We used to use Smart Forms and SAP Scripts for printing out 1099 forms.

As IRS comes out with new forms and SAP no longer supports Smart Forms and SAP Scripts, is there an alternative besides Adobe Document Services for printing out 1099? We do not want to implement ADS if there are other options.

We are on ECC 6.0 with all ABAP instances without any Java instance.
