SAP TM Add FUs to a specific stage

Hello, Experts.

I am using road freight orders and their creating by VSR Optimizer. For example, there is 3 stages in FO:

1. Loading on Location A --> Unloading on Location B

2. Location B --> Location A with empty resource.

3. Loading on Location A --> Unloading on Location B

I need to manually add 2 more stages and add 1 FU to the 5th stage:

4. Location B --> Location A with empty resource.

5. Loading on Location A --> Unloading on Location B

I added 4th and 5th stages in 'Stages' tab, but how can I add the FU to a 5th stage? I used 'Insert > Insert FUs Based on Selection' button to do it, but it automatically add the FU to the 1st stage.
