Fail to Connect System Landscape Directory(SLD)

Dear Expert,

When i starting SAP B1 9.3 PL 14 it shows me this error. I tried lot of workaround but it still gives me same error.

I did the following,

1. Uninstall and install server tool.

2. Disable antivirus & firewall

3. configuration file change ip

Note: I not able to open SLD web page. is it mandatory to upload License?

SQL Version: 2017
